No, it is not common practice. However, some piping may need protective coating to isolate it from direct contact with the concrete to prevent corrosion, such as copper piping. Stub-ups for floor outlet toilets also require isolation from the slab to allow future installation of the closet flange.

A slab on earth fill is a slab on grade that has additional earth/sand fill provided prior to pouring concrete in order to provide the proper elevation, leveling and compaction required.
